obtain approval for a Major League Soccer expansion club in Miami MLS commissioner Don Garber told the Miami Herald Beckham’s expansion bid is on the agenda at an MLS owners meeting on Wednesday in Chicago They could vote to approve the deal and end a saga of more than 3 1/2 years during which Beckham has struggled to find a stadium site and secure the land for a venue to house the team his signing with the league in 2007 allowed him to own at a discounted rate of $25 million File image of David Beckham Reuters "We are at the finish line after nine years of work to be sure if we go to Miami we get it right" Garber told the Herald on Tuesday "David had an option but that option couldn’t be exercised without having him satisfy all the things that all team owners need to satisfy —the right capital structure with his partners the right stadium plan the right marketing and business plans —and we’re at that point where I think we are getting ready to make the decisions internally to go forward" Garber did not say he expected full approval of the deal on Wednesday when Beckham’s group will present the latest details of their privately funded $300 million Overtown stadium project to MLS owners While they could approve the deal as it stands and allow Beckham’s group to move forward they might also approve it contingent on Beckham and his partners meeting more requirements such as zoning changes that local government leaders must still approve "It’s a vote Votes can go any which way" Garber said "We’re not there yet I think we’ve got work to do "And perhaps coming out of that board meeting is not an approval but a handful of things that need to happen to get that approval —at which point perhaps weeks later we’re able to go down to Miami and talk about what our plans might be" That would string out the saga of Beckham’s quest to start an MLS team in Miami even more after failing to find a waterside venue then having plans for a location near the Miami Marlins’ baseball park fall through The newspaper also reported some owners are not happy that Beckham’s co-investors are able to benefit from Beckham’s reduced MLS club entry fee at a time when MLS is asking $150 million from new investor groups Toronto joined MLS in 2007 for $10 million while Seattle and Philadelphia paid $30 million two years later and Vancouver and Portland paid $35 million to join in 2011 Miami Beckham United hopes to have a 25000-seat stadium completed in time to start the 2020 MLS season and possibly host 2022 World Cup qualifying matches The group recently paid $9 million for referendum currently taking place in southern Sudan will end a protracted period of deadly conflict in the country During its first half-century of independence Sudan was at war with itself for 38 years This situation could not continue forever Sooner or later the Sudanese had to answer the question: What should they do to achieve peace Throughout the war years the answer was clear It had been communicated by the southern rebellion which broke out in 1955initiating the first civil war Colonial Britain had governed the north and the south as two different entities The policies it pursued resulted in the relative development of the north and the absolute underdevelopment of the south Accordinglythe south feared that its integration in an independent Sudan would result in its domination by the north It therefore took up arms demanding such autonomy as would allow the people of southern Sudan to exercise their right to self-determinationwithout this extending to independence The rebellion sought to make the simple point that for Sudan to exist as a united countryit would have to construct a constitutional order and a political economy that would respect its manifest diversity The north elected to reject this demand and suppress it by force of arms Like colonial Britainthe northern Sudanese post-colonial ruling group implemented policies which discriminated against the south and used force to perpetuate the resultant gross inequality The sustained pursuit of this double-pronged strategy intended to maintain the unity of Sudanbut under the control of a dominant northern minoritypersuaded the southern Sudanese that they had to go beyond the demand advanced in 1955 and fight for independence The force of the latter position proved so strong that it prevailed over the alternative perspective advanced especially by the eminentlong-time leader of the second north-south warthe late John Garang Garang argued that the objective of the southern armed struggle should be the creation of a New Sudan This would be a uniteddemocratic Sudan governed according to the constitutional order and political economy which would respect its diversityas the southern rebels had demanded in 1955 However that vision died with Garangwhenunfortunatelyhe perished in a helicopter crash in 2005early in the life of the Comprehensive Peace Agreement he had negotiated With the demise of that vision it seems inevitable that the votes cast during the south Sudan referendum which began on Sunday will result in the division of Sudan into two countrieswith effect from July 9 Sudan is now preparing for this eventuality President Omar al-Bashir visited Jubathe capital of south Sudanfive days before the referendum and assured the southerners that he would join them in their celebrations if they chose to secede Later he said the northin its own interestwould assist the new state to get on its feet For some time now the Sudanese leaders have been involved in negotiations to reach an agreement on various post-referendum arrangements which would define the relations between the possible two states They have agreed that the north and the south would work together to establish two viable statesbased on acceptance of their interdependence and therefore the absolute imperative to cultivate mutually beneficial cooperation between themselvesdirected at promoting their integration as equals Further agreements are being negotiated relating to such important matters as citizenshipthe national debtthe sharing of the oil revenuescurrency arrangementsrelations among the communities along the north-south borderand security arrangements These negotiations will also determine the institutions that should be created to manage the relations between the two states in the event of the secession of the south At the same time negotiations will continueto resolve the outstanding matters of Abyei and the demarcation of the north-south border Some commentators have persisted in projecting the view that Sudan may slide back into war However the situation facing both the north and the southand their fundamental respective interestsoblige them to sustain the peace ushered in by the Comprehensive Peace Agreement The reality is that there will be no war The option of war has had its day The exciting possibility is that exactly because of its painful historySudan may very well teach the whole of Africa how to respond to the challenge of diversity which has informed many of Africas conflictsincluding those currently affecting the Ivory Coast and the eastern Democratic Republic of Congo In time Africa will therefore celebrate both the peaceful resolution of the protracted conflict in Sudanand the accumulation of new practical experience which would stand the continent in good stead as it strives to construct peaceful and democratic societies based on the perspective of unity in diversity THABO MBEKIthe writer is a former president of South Africa and
