She did not own a house in Mohali and had thus booked a flat on the ground floor in a housing society of the builder. Right view, wrong turn Fast forward to 2016 The BJP had a change of heart on Aadhaar as on many other matters that it had trashed when it was in the Opposition The government introduced the Aadhaar (Targeted Delivery of Financial and Other Subsidies Benefits and Services) Bill 2016 In the ordinary course the Bill ought have gone to the Standing Committee; the report of the Committee discussed; amendments if any made; and the Bill passed by both Houses of Parliament The ends of the Bill would have been met But the Government had other plans — and other means The Bill was introduced in the Lok Sabha as a money Bill a reference to the Standing Committee was declined and the Bill was passed on March 11 2016 The Rajya Sabha was treated with disdain Nevertheless the Rajya Sabha made five amendments It was late afternoon on March 16 In the evening the Lok Sabha sitting in the extended hours overrode the amendments and passed the Bill in its original form and the government claimed a legislative victory What was the price of the ‘victory’ 1 The Bill was not a money Bill under Article 110 of the Constitution because it did not “contain ONLY provisions” dealing with the matters enumerated in that Article The Speaker’s decision certifying it as a money Bill was plainly wrong 2 The Rajya Sabha was snubbed It seems that the government depends on the strength of its numbers rather than on the strength of its arguments 3 The government faces the risk of an adverse verdict The law could be struck down on the grounds of violation of fundamental rights and invasion of privacy 4 The government has incurred the wrath of social activists who feel increasingly alienated They will carry the debate to the people and doubts and concerns will continue to be aired casting a shadow on a transformational reform The ends were good the means were bad and the price was too high Website: pchidambaramin @Pchidambaram_IN For all the latest Opinion News download Indian Express headlines Sadanand Khanolkar of Gorai stepped up an activity he had started last November: a movement for waste segregation in the locality Khanolkar who started an NGO named Sajag Nagarik Seva Sangh last year registered it as an Advanced Locality Management (ALM) with the BMC in November 2015 With support from people residing in Gorai Sector Number 2 in Borivali West the initiative is now a full-fledged movement “We wanted to work to get various environmental issues resolved and zeroed in on garbage segregation and management which we thought is the need of the hour This is especially so after the Deonar dumping ground fire Since November 8 last year the ALM started segregation on an experimental basis The idea wasn’t just garbage segregation but also to make residents come forward and learn the proper way of garbage segregation” said Khanolkar The Sajag Nagarik Seva Sangh now contacts locals public representatives of the area and even BMC officials A meeting of housing societies is conducted every Saturday or Sunday “A total of 750 households in Gorai have joined our waste segregation movement Meanwhile we have convinced the BMC to send garbage collection vehicles three times a week” said Khanolkar Mumbai generates 9600 metric tonnes of garbage daily including at least 3000 tonnes of debris besides 25 tonnes of biomedical waste A significant amount of it at least 5000 tonnes is dumped in the Deonar dumping ground but the site is overfull and the civic body will have to find a way to close it down and move dumping to a fresh site For now the high court has granted an extension to the BMC to continue to operate the Deonar and Mulund dumping grounds only till the end of February 2016 Khanolkar and his colleagues in the ALM believe that segregation of waste at the colony or neighbourhood level is the only long-term solution He added “The government should look into innovative methods to dispose and recycle waste The reason that most dumping grounds are overflowing and overused is because the current waste disposal system is flawed Segregation of biodegradable waste from non-biodegradable waste is not done properly We want to work with the municipal authorities to develop a model for the same” Have a comment orsuggestion for Hyperlocal Write to [email protected] with subjectline: Hyperlocal For all the latest Mumbai News download Indian
